NYC has rent stabilization for covered units, the strictest post-2023 STR framework in the country (NYC Local Law 18), judicial foreclosure running 600 to 1,000-plus days, and broadly strengthened tenant protections under HSTPA (2019). Upstate — Buffalo, Rochester, Syracuse, Albany — is a different underwriting environment entirely.

NYC DSCR activity post-2023 shifted dramatically toward long-term rental — Local Law 18 essentially eliminated the non-primary STR market. Rent-stabilized units in pre-1974 NYC buildings operate under statutory rent increases that materially affect underwriting.
